floor holes

What are these holes for ? they are behind the drivers front seat before just below where the floor starts in my 72 blazer. I am welding up all the holes that someone drilled over the years for different seats and noticed these.If they are not needed I will weld them up.

their was a latch their for a spring that held the jack handle and tire wrench. they're factory holes.

Thanks for the help guys. I plan on just running bolts into them. I also noticed that they put about 15 holes in the top of the windshield frame with a bunch of sheetmetal screws. So I will need to weld them all up.
