Trailing Arm Bushings

Yes...I searched until I was cross eyed
I noticed the trailing arms on my '69 frame had floated over against the mounting bracket.
I will be installing new bushings but my question is:
Should the arms float in the mount?

You can see some rust where the arm rubbed the bracket...I pried it back over to the center
