looking at this truck. its made in Canada and i need help with the Vin break down

I believe you are missing a digit, should be a 9 after the K.

The first link I posted has GMC Canada decoding. They all show a 9 after the K. Not sure where they are getting their info from

Only on GMC trucks is the 9 used in Canada it is also used behind the "C". Denotes all Canadian built GMC's. Chevrolet is also built by GM but doesn't use a 9 along with Caddy, Buick and Pontiac etc.

66 chev 115" WB 4 X 4 Panel with 8 cyls .production #23984 and the "A" stands for GVW capacity. I would doubt that were were any more than 30-40 4 x4 panels built in any production year in Canada

that plate that you are looking at is a body ID plate.. your vin plate is in the drivers door jamb

production of 4 x 4 panels in the US never exceeded 200 in any given year and in 1966 their population was 10 times greater tha ours. just taking the percentages. mine is a 64 GMC 4 x 4 panel and I doubt that there were 25 built, never seen many around
