I filled the holes and used the lower bracket to relocate it and drilled new holes in the proper position , but I also had to do some additional mods to the Bracket

and they swapped out the bracket and believe fixed his problem

Hey thanks for that info! Mine is definately the same scenario as BustedTruck had. I tried loosening everything, thinking I could tighten it all down in a way that would pull it all together but nadda. It's a bunch off. There must be some oddity with our frames?? Hopefully Rob has a plan.
