If you want to go more than 1-1/2" then you need to increase wheel diameter.
So if you have 18" dia. wheels you could use 3" blocks, as follows: 18" dia. - 15" dia. = 3" diameter difference,
3" dia. / 2 = 1-1/2" radius difference,
1-1/2" increase in wheel radius + 1-1/2" blocks = 3" blocks
