Yes it could still be a grounding issue. Did you read through the link I posted earlier? I know it is three pages long but there is good grounding info all the way through it..... The bed should be grounded to the frame and the lights are grounded to the bed.

The picture below shows where the cluster ground connects to the dash and where the wire connects to the cluster plug.
