wiper switch - help me troubleshoot

Wiper switch on my 71 has not functioned right since I've owned it. I can turn the knob to the first or second click and nothing happens. When I push the knob in the wipers take one pass and then quit. I do not have a washer tank or washer fluid lines on the truck, not sure about a washer pump. Before I order a new switch can someone offer any ideas? I removed the switch and cleaned the terminals today. How would I test the switch with a voltmeter?

All three wires on the switch are grounds. The switch grounds one wire for high speed operation, two wires are grounded for low speed operation and the third wire grounds the washer solenoid to activate the washers. Make sure that the switch itself has a good ground. You may find this thread helpful....
