Wait, wait, wait! The factory washer pump won't operate without the wiper motor turning. The pump is operated by a cam on the wiper motor. (See photo #1. The arrow points to cam) this is why the washer pulses instead of spraying a constant stream.

Second photo red arrow points to linkage the cam operates in moves in the direction of the green arrow. Drawing water into the plastic piston on the left side then expelling it back out to the spray nozzles on the cowl.

That I did not know since this truck never had good hoses to try the washer system prior. I just assumed it was like another truck we have where it's an actual motorized pump. With that I'm going to redo the hoses and give it another shot, and will update afterward. The new pump is still different so if the old one doesn't work I may have to try rebuilding it, even though theres some back and fouth about that.
