Steering

I have an 87 cavalier, at idle the power steering does not work. with the engine revvvvved up it works. Is the problem the pump or the rack? I think if the pump was bad it would not work at all, or it would be whining.

Sounds like pump. As they get worn, you have to spin them faster (revving it up) to make enough pressure to work.
