As you can see by the pictures my middle crossmember (correct name?) has a few rust issues. What's the best fix for this? Should I start hunting a replacement piece or weld some plates over the holes? yellow arrows are the only rust problems, blue circles are the rivets that hold the piece. thanks...

I'd start looking in the boneyards..

Drill it out, fabricate a plate to weld over the piece all the way to the edges and then reinstall with grade 8 bolts.

I'd bet that piece could fall out and you'd never know it! I agree, cut out the rust and patch it.

i would cut the rivets and remove it so you can get to the rust between the layers of metal. (between the frame and crossmember). And then patch and weld. I cut over 50 rivets off my 4x4 frame and replaced them with bolts.

I think i'll go that route. The piece is secured at the top and bottom so it is still doing its job. The problem with the boneyard is that everything has a bed on it, and i'm not crawling under one for this piece! thanks for the tips, hopefully this is my only structural problem, as you can see I have a bit if surface rust on the frame.
