My neighbor works for chrysler as a parts guy all the in stock ones were tagged for customers for the recall since each dealer only gets 5% of the vehicles they sold through that dealership so he ordered one for me I didn't have a problem, try another dealer or an aftermarket brand, they should be able to sell you whatever you want anyway I don't see why an individual cant get a part he's paying for even though it is a recall item, it might just be a inventory thing since they only receive 5% to keep on hand
