Edit: first is the frame.
That is what my guess is, some plant was still doing the 60-64VIN, with the 65-66 also in there.

I know on the 67-72 the number on the SPID had the extra 1, wonder if the stamper got confused.

If it matches your title and your state allows those rivets (could have been done by body shop during a repair), your good I guess. Far as I know most all the 60-64 Vins were welded on, not held on with rosette rivets.
