Been looking around online, looks like Kool Seal makes an elastomeric roof coating that works well to dampen sound, and the air balloons could still be added to reduce heat transfer. Sounds like it may be a better option than using latex.
*Edit* Forgot to add that a gallon of Kool Seal is around $25 bucks.
