Fender Welt

I just got in a bunch of parts for the 54 Chevy panel. One of the items was a roll fender welt. The material appears to be a form of vinyl cover cloth. There's some form of tubing that the cloth is wrapped around for the outside edge.
My question is: Should this be a cloth type material? Seems kinda cheesy.

I don’t think I like it. I had expected it to be a rubber material. I’m thinking about sending it back and coating the edges with bed liner to make sure there’s no rubbing.

Thoughts? Experiences?
